Availability

Service under this Schedule is available for separately metered and billed supply of alternating current electricity to year-round single-family residences, including residential farms where incidental farm uses are not taken through a separate meter.

This Schedule is not available for (a) individual motors rated over 15 horsepower, (b) commercial or other nonresidential use, or (c) separately metered accessory buildings, bulk barns, or equipment on residential or farm property. Service may not be used in conjunction with generation on the customer’s side of the meter unless expressly approved in writing by the Town.

Type of Service

Alternating current, 60 hertz, single-phase electric service is available under this Schedule at standard voltages of 240 volts or less. Three-phase service may be provided subject to a mutual agreement with the Town and payment of excess installation costs and a monthly charge of $16.00 in addition to the basic Customer Charge for single-phase service.

Minimum Term

Service will be provided for a minimum term of twelve months, not including interim service for rental property in the name of the landlord or a property management company or for property listed with a real estate company. Seasonal service is not available under this schedule.

Rental Properties and Public Housing Service

The energy charge (kWh) may be waived for interim service after a service termination if service is established within seven days for a new account, subject to the new connection charge and payment of the monthly customer charge. For interim service beyond seven days, all charges will be per this schedule.

Water Heater Load Management

When service includes electric hot water heater(s), each of which is controlled under the Town’s load management program, a load management credit of $2 per water heater will be applied to the customer’s monthly bill.

Air Conditioning Load Management – Partial Control

When service includes central air conditioning or heat pump(s) that provide all space cooling and each unit is controlled under the Town’s load management program, load management credits of $4.00 per month will be applied to the customer’s bills during the months of July-October.

Payments

Bills are due when rendered and are payable within 15 days from the date of the bill. For unpaid bills after the 15th day, a late fee of $3.00 will be added to the balance. A delinquent fee of $20.00 will be charged on any balance outstanding twenty-two days after the billing date. In addition, if any bill is not paid within 22 days from the date of the bill, the Town has the right to suspend service in accordance with its service regulations.

Sales Tax

State of North Carolina Utility Sales Tax will be added to charges for service.

The City/Town will attempt to provide advance notice of tracking adjustments associated with rate changes charged to the Town/City from NCEMPA, or will notify Customer of changes as soon as practical after such changes are approved and adopted by NCEMPA.
